Wow tough one. I’ll try to answer in my best English xd. So in the first book, they already launched a rebllion (with the berries and the fact there were 2 victors and the rebellion in district 11 after Rue died). Fire is catching and you can see the rebellion as fire. So if one rebellion starts, the other ones will follow soon. And in the second book you see that other rebellions and things that are not allowed begin to launch. In the third book you also have Katniss who says “Fire is catching and if we burn, you burn with us”. So they’re the fire, and the fire will catch on them (the capitol). Lol sorry it’s really hard to explain… Hope you kinda understand. xx
